Iowa Electric Fuel Excise Tax

Beginning July 1, 2023 owners of EV charging stations will be responsible for reporting and paying to the Iowa Department of Revenue two and six-tenths cents for each kilowatt hour ($0.026 per kWh) of electric fuel dispensed into an EV battery or energy storage device. This does not apply to electric fuel dispensed at residences.

Who is required to obtain a license and remit tax?
  1. Electric fuel users, or person’s who dispense electric fuel from an EV charging station owned and controlled by the person into a battery or storage system. Put more simply, businesses that own EV charging stations to charge EVs within their electric fleet are electric fuel users and are required to obtain a license and remit tax.
  2. Electric fuel dealers are persons or businesses who own an EV charging station that dispenses electric fuel for batteries or storage systems used by other people are required to obtain a license and remit tax.

As noted above, the new tax does not need to be paid when EVs are charged at residences. EV owners do not need to obtain an electric fuel user or dealer license to charge their EV at their home or apartment.

Hotel A owns and operates an electric fuel charging station in its parking lot and offers electric fuel to its guests at no charge. Hotel A also owns an electric vehicle it uses as a shuttle for its guests and charges the vehicle at its charging station. Hotel A must obtain an electric fuel dealer’s license because it dispenses fuel to customers as well as an electric fuel user’s license because it charges its own vehicle at its charging station. 

Hotel B hosts an electric fuel charging station in its parking lot and offers electric fuel to its guests for a fee. Hotel B owns an electric vehicle it uses as a shuttle for its guests and charges the vehicle at the charging station in its parking lot. The charging station in Hotel B’s parking lot is owned by Station Retailer C. Station Retailer C must obtain an electric fuel dealer’s license. Hotel B does not need to obtain an electric fuel license.

NEVI - Iowa's Electric Vehicle Infrastructure Deployment Plan

Iowa’s Electric Vehicle Deployment Plan, approved in September 2022, is part of a national effort to establish an electric vehicle charging network along major transportation corridors. The plan, funded by the 2021 Infrastructure Investment and Jobs Act, aims to support the increasing adoption of electric vehicles on Iowa’s roadways.
